UK Secretary of State for Energy and Climate Change, Ed Miliband, has announced a global competition in conjunction with the Carbon Trust to find new designs for wind turbine foundations that are suitable for the deep sea water conditions (30-60m) required for off-shore wind projects.

A claims wind turbines are indeed effective in cutting CO2 emissions unless they are installed in an inappropriate manner. It further says that turbines operating in urban areas will have a hard time proving their benefit whereas those in rural areas are likely to get more wind and would perform far better.
