BONN, Germany, April 7 (Reuters) – India urged rich nations against applying a carbon tariff on steel and other imports, on the sidelines of UN climate talks in Bonn on Tuesday.
Both U.S. and European Union policymakers have considered penalising imports of products such as steel and cement, whose manufacture generates a lot of carbon emissions, from countries with softer climate policies.

The UNs Clean Development Mechanism (CDM) stands to produce $95 billion on clean technology transfer to developing countries from richer nations, according to analysis of the scheme by the UNFCCC. But the bulk of the potential technology transfer is yet to occur, with only $5 billion yet identified from registered projects. And there are question marks over how wide the distribution of clean or low-emissions technology is around the developing world.

At the last full-scale United Nations conference on global warming, in Bali, the man in charge broke down and wept. American opposition to mandatory carbon cuts had been implacable.
