Plans to step up EU funding to develop innovative low-carbon technologies to help cut greenhouse gas emissions by 20% by 2020 were welcomed in a resolution approved by Parliament on Thursday. MEPs want the EU funding to develop applications for these technologies over the next 10 years, but also acknowledge that additional private, public and EU resources will be needed to hit the target.

Parliament welcomes the European Commission’s Strategic Energy Technology (SET) plans for research into clean, sustainable and efficient low-carbon energy technologies to meet energy and climate goals for 2020. However, MEPs call for more public and private investment, and fresh EU money, to develop these technologies.

Imposing an emissions cap and trade scheme is the best option for curbing carbon emissions from shipping in EU waters, a report for the European Commission has found. CE Delft’s study “Technical support for European action to reducing greenhouse gas emissions from international maritime transport” was commissioned to give direction to EU plans to act on maritime emissions in the absence of any global moves. The lack of any outcome at the UN’s Copenhagen climate conference in December has only raised expectations that the EU would institute its own controls on the sector.

Given how often parallels are drawn between the Industrial Revolution and the emerging low carbon revolution, it is remarkable how little detailed analysis there has been of the similarities that exist between the 19th century phenomenon that provided the foundations for the modern world and the imminent shift in the global economy that represents the last best hope of saving us from the ravages of climate change.

IT’S a road map that will only allow green cars. By 2050, all new power sources in China will be either renewable or nuclear – and this change to a low-carbon future can take place while boosting economic growth.

China’s low-carbon road map, presented to the Council for International Cooperation on Environment and Development in Beijing last week, claims that the global shift towards low-carbon technology “will allow China to capitalise on new growth opportunities as a supplier to satisfy increasing global demand” for such technologies.

To achieve a low-carbon economy by 2050, the report says the country must cut back its mining industry, introduce energy efficiency measures, construct compact eco-cities, invest in public transport and renewable energy, and install carbon capture and storage facilities.
