Hong Kong (HKSAR) – The Environmental Protection Department (EPD) today (December 1) announced the Supplementary Notes on the Implementation of Projects under the Clean Development Mechanism (CDM) by Hong Kong enterprises on the Mainland. The Supplementary Notes aim to facilitate Hong Kong enterprises to participate in CDM projects on the Mainland. The Supplementary Notes have been drawn up in accordance with the principles of “One Country, Two Systems” and the specific situation of the Hong Kong SAR following deliberations between the National Development and Reform Commission (NDRC) and EPD.

A panel within the United Nation’s climate agency is working to ensure carbon offsets are not acquired through projects that would give profits even in the absence of offset sales.
Businesses operating in developed countries can offset their emissions by investing in CDM projects within the developing nations as per the guidelines of the Kyoto Protocol. However, this was designed to initiate additional emissions-reduction projects that would not have been commercially feasible if it hadn’t been for the chance to sell offsets.
From now on, developers launching a fresh emissions-reduction project need to notify the ministry of environment in their own countries plus the UN’s climate agency no later than six months after the project start date.

Kunnigar Triyangkulsri, CEO of Barclays Capital in Thailand asserted the nation should cover up on CDM projects and the government needs to promote CDM development in the country.
At present, there are 46 small-scale CDM projects active in Thailand out of 3,000 all over the world. Mrs Triyangkulsri suggested the government should merge these small projects into one big one, which would give them greater access to funding sources. Hashika Patel of Barclays Capital said vocational training and education is one way to promote CDM projects in the country.
“CDM project developers would still benefit from further education on how to get CDM projects through the approval cycle of the United Nations in the most effective way, and about developments and price conditions on the demand side of the market,” stated Ms Patel.
She also supported Thai Finance Minister’s proposal to permit carbon trading in the domestic stock exchange. Simultaneously, Phichit Akrathit of MFC Asset Management Plc urged the government to back Thai investors and legalize CERs as securities.
