Poland is to present to EU finance ministers an indicator-auction concept, an alternative proposal to the full auction system for the emission of CO2 postulated by the European Commission in its climate-energy package. Poland wants to introduce price limits to ensure price stability, the Polish Press Agency reports.
Combining the indicator method with auctioning is a safety mechanism protecting European business and citizens from threatening and unpredictable costs of introducing the climate package. Allowing trading within the range of the price limits will reduce price instability without undermining the EU objective
