HELENA (AP) The governor has signed into law a bill that creates regulatory guidelines for storing carbon dioxide underground in Montana.
Senate Bill 498 almost died a number of times, but finally passed the Legislature after being heavily amended. Gov. Brian Schweitzer signed the bill Wednesday.
Under the measure, a storage company could turn a site over to the state after 30 years if it is problem-free. The Land Board would have final authority to decide if the state should assume liability for the site.
The bill also gives ownership of underground pore spaces where gas might be stored to surface landowners.
Large-scale carbon sequestration has not been tested in the United States, but many consider it critical for the future of the coal industry.
