European motorists are being shown how to drive more economically in a unique project designed to help reduce fuel bills and lower CO2 emissions. The Nissan Intelligent Driver Project (NIDP), an eight-month study of drivers in the United Kingdom (UK) that begins this month, uses satellite navigation systems, mobile phone technology and advanced vehicle telematics to analyse driving habits and suggest ways of improving fuel economy. Restrictions in CO2 emission rights and the implementation of the EC’s 3×20 programme are a big challenge for Poland’s economy. Also dramatically mounting are problems with waste management and processing, where years of negligence have put Poland in the EU tail.
To-date experiences in EU countries show that waste-generated energy is cheapest and waste incineration generates 2-3 times less pollution than traditional fuels. In the EU heat-processing installations for communal waste are considered an environmentally neutral CO2 source.

The European Commission has cleared under EC Treaty state aid rules a Danish project to grant CO2 tax relief to companies covered by the EU’s Emissions Trading Scheme (EU ETS), subject to conditions. After an in-depth investigation, opened in September 2006 (see IP/06/1274 ), the Commission concluded that if the proposed full tax exemption would be implemented, some of the environmental objectives which a tax on energy products aims to achieve would be lost. The Commission also had concerns that a full tax exemption would distort competition by increasing tax differentiations in an area where the EU has harmonised taxes and set tax minima to create a level playing field between companies. The Commission therefore approved the measure under the condition that it is amended so that all concerned companies pay an energy tax respecting at least the harmonised minima tax levels.
